For those of you that don't follow American Major League Baseball this is Manny Ramirez, Outfielder for the Los Angeles Dodgers. Manny recently tested positive for the Female Fertility drug Human Chorionic Gonadotropin, or hCG. For Men hCG is commonly used to help restart the body's production of Testosterone after prolonged exposure to STEROIDS.

Actually, I did a bunch of reading on HRT (hormone replacement therapy) earlier this year when my Dad was diagnosed with Prostate Cancer (removed and all gone now, BTW). HCG is often given FIRST when a man starts HRT. And also after steroid use for the reasons you stated.
